Terms of ReferenceSouth-North migration has been increasing in both scale and diversity over the last decade. Until recently the predominant discourse on South-North migration has focused on the high degree of selectivity of that migration which has drained poor nations of their most talented residents and hence exacerbated the constraints which low levels of human capital have imposed on development in those countries. It has been only in recent years that there has been a counter view stressing some of the positive impacts of migration on origin areas. This change has been a function of increased recognition of the beneficial impacts that migration can have in origin areas through the diaspora influencing the sending of remittances, encouragement of investment, enhanced trade, knowledge transfer, social remittances and return migration. Yet the empirical and theoretical basis of these contentions remains weak. This is the area in which the Scientific Panel will contribute, by organizing activities on three topics: (1) New Definitions of “National Populations” in a Globalising World; (2) Emerging Dynamics of South-North Migration; (3) Policies Enhancing the Positive Impact of International Migration on the Development of Origin Areas. |
