Estimating adult mortality in sub-Saharan Africa

Job description
A postdoctoral research position is available at the French National Institute for Demographic Studies (Institut national d’études démographiques, INED) under a 30-month fixed-term contract. The researcher's role will be to assess survey and census data in order to estimate adult mortality in sub-Saharan Africa.

Position available from 1 July 2012.
Context:
As part of its research remit in mortality and health, the French National Institute for Demographic Studies (INED) is launching a research programme on mortality estimates in sub-Saharan Africa (MADAS project).
These estimates are essential to assess the extent of socioeconomic progress in sub-Saharan Africa and in particular to assess the attainment of several millennium development goals. In settings where civil registration is far from complete, data on the survival of close relatives (parents, siblings, household members) collected during censuses or surveys are used to measure mortality at adult ages, including maternal mortality. Such approaches to mortality measurement are particularly common in sub-Saharan countries.

 

The MADAS project (Mortalité des adultes en Afrique sub-saharienne) seeks to undertake a detailed study of the prevalence and the consequences of misreporting in survey data, in order to improve measurements of adult mortality in sub-Saharan Africa.
The aim of the project is to collect retrospective information on the survival of respondents' close relatives in demographic surveillance sites (DSS) which provide independently validated data on the survival of these close relatives. Linking, at individual level, the information given by respondents with data collected prospectively provides a means to validate the retrospective data commonly used by demographers to estimate adult mortality.

The appointed researcher will join the MADAS project team and will be responsible for organizing surveys and conducting the analyses.  His/her work will involve preparing field surveys on the survival of relatives, supervising data collection and capture, and performing data matching with information from demographic surveillance sites.  The researcher will also take part in data analysis and in the drafting of reports and articles with other project members.  He/she will share his/her time equally between France (Institut national d’études démographiques in Paris) and Senegal (Institut de recherche pour le développement - Unité mixte Urmite, Dakar).

Profile:
PhD in demography, epidemiology, statistics or a related discipline.

Skills required:
- in-depth knowledge of demographic methods,
- experience in organizing survey fieldwork and in quantitative data analysis,
- experience in prospective surveys and population monitoring as practiced in demographic surveillance sites,
- autonomy, scientific rigour, critical thinking,
- fluency in French (reading, speaking, writing) and in English.

Descriptif du poste
L’Institut national d’études démographiques (INED) recrute un chercheur post doctorant en contrat CDD de 30 mois. La recherche consistera à  évaluer les données recueillies par les enquêtes et les recensements pour estimer la mortalité des adultes en Afrique sub-saharienne.

Le poste est à pourvoir au 1er juillet 2012.

Contexte :
Dans le cadre de ses travaux sur la mortalité et la santé, l’Institut national d’études démographiques (INED)  lance un programme de recherches sur les estimations de mortalité en Afrique sub-saharienne.
Ces estimations sont essentielles pour juger des progrès socio-économiques et sanitaires dans cette région et s’assurer en particulier de la réalisation de certains objectifs du millénaire pour le développement. En l’absence d’état civil complet, ce sont les informations sur la survie de proches (parents, frères, sœurs, membres du ménage) recueillies lors de recensements ou d’enquêtes par sondage qui servent à mesurer la mortalité adulte (notamment la mortalité maternelle) dans les pays au sud du Sahara.
Le projet MADAS (pour mortalité des adultes en Afrique sub-saharienne) propose d’entreprendre une étude détaillée de l’étendue et des conséquences des erreurs de déclaration dans les données recueillies en Afrique sub-saharienne en vue d’améliorer la mesure de la mortalité aux âges adultes dans cette région.

Le principe du projet est d’organiser le recueil d’informations rétrospectives sur la survie des proches au sein de sites de surveillance démographique fournissant de façon indépendante des informations complètes et validées sur la survie de ces proches. En appariant au niveau individuel les données de déclarations et les données de suivi, on pourra ainsi valider les données rétrospectives sur lesquelles les démographes se basent pour estimer la mortalité à l’âge adulte.
La personne recrutée rejoindra l’équipe du projet MADAS et sera chargée d’organiser les enquêtes et de mener les analyses. Son travail comprendra la préparation des enquêtes de terrain sur la survie des proches, la supervision de la collecte et de la saisie des données, et la réalisation des appariements avec les données des sites de surveillance démographique. Elle participera aussi à l’analyse des données et à la rédaction des rapports et articles avec les autres membres du projet. Elle partagera son temps  à égalité entre la France (où elle serez accueillie à l’Institut national d’études démographiques à Paris) et le Sénégal (où elle sera accueillie à l’Institut de recherche pour le développement - Unité mixte Urmite, à Dakar).

Profil :
Etre titulaire d'un doctorat en démographie, épidémiologie, statistiques ou dans une discipline proche.

Compétences souhaitées :
- bonne connaissance des méthodes en démographie,
- expérience dans l’organisation d’enquêtes de terrain et l’analyse de données quantitatives,
- expérience dans les enquêtes prospectives et les suivis de population comme les sites de surveillance démographique,
- autonomie, rigueur, esprit critique,
- pratique courante du français (lu, écrit et parlé), et aussi de l'anglais.

AFRICAN POPULATION AND HEALTH RESEARCH CENTER (APHRC)

Evaluation Research Position – FP/RH BPs
The African Population and Health Research Center (APHRC) seeks to recruit a Senior Lead for Strategic Planning & Evaluation to lead a five-year (2011-2016) program entitled “Evidence to Action for Strengthened Family Planning and Reproductive Health Services for Women and Girls (E2A)”, with Pathfinder International as the prime partner.

The position is based at APHRC’s offices in Nairobi, Kenya.

Project Overview:
E2A’s ultimate goal is to reduce unmet need for family planning (and thereby, unintended pregnancies), by enabling women and girls to make - and act on - informed decisions about their reproductive lives at all stages of the life cycle. It will work at the global, country and community/facility levels to achieve three main objectives:

1) Increase global support for the use of FP/RH evidence-based best practices (BPs) to strengthen service delivery;

2) Synthesize and disseminate knowledge about the use of FP/RH BPs to strengthen service delivery; and

3) Apply and scale up FP/RH BPs in ways that strengthen service delivery.


Position Purpose:
In collaboration with, and reporting to, the Program Leader at APHRC and the E2A’s M&E Director in the project office in Washington, DC, the Senior Lead for Strategic Planning& Evaluation is the project’s focal person at APHRC. Her/his primary responsibility is to:

Organize, facilitate or conduct literature reviews as well as operations, evaluation and implementation
research around FP/RH BPs; Document and disseminate reviews, case studies and other syntheses that build knowledge on FP/RH BPs; and Contribute to advocacy activities at the global, regional and country levels. S/he also supports the design and implementation of the project’s M&E plan, data collection and data systems to measure overall project performance against established goals and objectives. S/he coordinates the requests and support needs from in-country partners for research, evaluation and documentation of BPs, and with guidance from the E2A Director of M&E, ensure that the needs are timely and adequately met.
Key Responsibilities:
1. Conduct literature and systematic reviews on FP/RH BPs, and produce synthesis for use in
the project’s activities at the global, country or local levels;

2. Plan, design and implement or facilitate operations, evaluation and implementation research
on FP/RH BPs in the Africa region.

3. Support the project’s dissemination, communication and advocacy activities;

4. Contribute to the development and implementation of the project’s Performance Monitoring
and Evaluation Plan, and the production of quarterly reports to USAID;

5. Oversee, when applicable, the work of in-country partners’ M&E related staff, and coordinate
the implementation of quality control measures;

6. Provide technical assistance to in-country partners on research, evaluation and documentation
of best practices, among others;

Qualifications and Experience:
1. PhD in Demography, Statistics, Public Health, social sciences or related discipline;

2. At least six years of experience in monitoring and evaluating health and development projects,
and health service delivery in particular;

3. Strong writing skills and good record of publications on population, family planning and reproductive health in developing countries, with demonstrated ability to conduct systematic reviews;

4. Good experience in designing and conducting impact evaluation, and operations and
interventions research;

5. Proven ability to work effectively with various constituencies including funding agencies and
international partners, host country government agencies, and other national and local
stakeholders and decision-makers;

6. Strong quantitative skills and extensive familiarity with MS Office (Word, Excel, PowerPoint)
and Statistical Packages (STATA or SPSS);

7. Availability to travel internationally about 30-40% of time.

AFRICAN POPULATION AND HEALTH RESEARCH CENTER (APHRC)


The African Population & Health Research Center (APHRC) seeks to recruit a Research Scientist to support a six-year (2009-2015) family planning program entitled “Measurement, Learning and Evaluation (MLE) of the Urban Reproductive Health Initiative (URHI)” being implemented in urban areas of Kenya, Nigeria and Senegal.

Led by the University of North Carolina, USA, the project is using state-of-the-art methods to evaluate the impact of the URHI on modern contraceptive use and examine other related questions.


Major responsibilities: In collaboration with and reporting to the Program Leader:

1. Lead the implementation of the project in terms of data collection, data analysis and report writing, synthesis of knowledge, and monitoring and evaluation of the impact of the interventions across target countries, among others;

2. Define and oversee the work plans and ensure quality and timeliness of deliverables of the
project’s Country Managers (in Kenya, Nigeria and Senegal);

3. Lead activities related to knowledge generation and sharing, documentation and dissemination
of best practices across the target countries, in the region, and within the global community of
practice;

4. Support the planning and implementation of country and regional dissemination workshops;

5. Support the collaboration with universities and training institutions across the region to identify
capacity building needs, and the work to identify in-country partners to build country and
regional capacity in monitoring and evaluation of population, reproductive health and nutrition
interventions.

Qualifications and Experience:

1. PhD in Demography, Public Health or a related discipline and at least five years of postdoctoral experience with focus on population, family planning and reproductive health in
developing countries in general and sub-Saharan Africa in particular;

2. Proven experience in conducting large, national quantitative data collection at the household
and facility levels;

3. Strong writing skills and good record of publications on population, family planning and
reproductive health in developing countries;

4. Proven ability to work effectively with both funding agencies and with national and local
personnel; Excellent interpersonal and organizational skills;

5. Experience in capacity building to undertake measurement and evaluation of population and
reproductive health programs in developing countries;

6. Strong quantitative skills and extensive familiarity with MS Office (Word, Excel, PowerPoint)
and Statistical Packages (STATA or SPSS);

7. Some level of familiarity with impact evaluation (desirable);

8. Availability to travel internationally about 30-40% of time.

MSc MIGRATION STUDIES

The interdisciplinary 9-month Masters programme in Migration Studies at the University of Oxford is jointly offered by the School of Anthropology and the Oxford Department of International Development. The course draws on the intellectual resources of its two parent departments and the three world-leading migration research centres at Oxford (COMPASIMI and RSC). The programme allows students to explore human mobility in a global perspective, and to address the causes and consequences of migration and how these are shaped by governments, societies, and migrants themselves.

 

The degree consists of four components, plus a dissertation:

·         International migration in the social sciences;

·         Key themes in international migration;

·         Thematic and regional options;

·         Quantitative and qualitative research methods.

 

Teaching on the degree is provided by leading scholars in the field and combines lectures, small tutorial groups, and discussion seminars. Students have individual dissertation supervision. Teaching is problem-focused and aims to give students critical analytical skills.

 

Admissions: Students should have a relevant first degree in the social sciences or humanities at either a first-class or high upper second-class standard (or equivalent) to be eligible for competitive consideration on the degree programme. Special consideration may be given to those with professional backgrounds in the migration field, such as those who have worked in relevant government departments, international agencies or civil society organisations.

The University of California, Berkeley, Department of Demography has an opening for a Research Data Analyst 2 with experience in Demography. The successful applicant’s main responsibility would be to update and maintain data series for about 12-14 countries in the Human Mortality Database (HMD). The position will begin as soon as possible (initially a 1-year appointment with possibility of renewal for up to 4 years). The project is directed by Professor John Wilmoth (Demography). The HMD (www.mortality.org) was created in 2001 to provide detailed mortality and population data to researchers, students, journalists, policy analysts, and others interested in the history of human longevity.
The person to be hired would be responsible for maintaining the data for 12-14 countries already included in the database under supervision by the HMD coordinator and to assist the Principal Investigator and other researchers with calculations, data analysis, production of graphs and tables, etc., for related research projects.

The qualifications required for this position are the followings:

  • A Bachelors or Masters degree in demography, statistics or related field (with the willingness to follow some basic training in demographic methods) is required
  • Familiarity with the R programming language is highly desirable
  • Good communication and interpersonal skills and ability to communicate with collaborators
  • Strong evidence of self-motivation, personal initiative, commitment to continuous learning, and attention to detail
  • Demonstrated ability to work as part of a team
